- Preheat oven to 350°F. Cook rice according to package directions. Keep covered; set aside.
- Meanwhile, in a large deep skillet cook and stir beef, bell pepper and onion over medium-high heat until beef is browned and vegetables are tender. Drain fat.
- In a large bowl combine cooked rice, beef mixture, beans, tomatoes, chili seasoning, and salt and pepper to taste. Transfer to a rectangular 3-quart baking dish. Cover with foil.
- Bake 30 minutes. Remove from oven; sprinkle with cheese. Bake, uncovered, 20 to 30 minutes more or until bubbly. Let stand 5 minutes before serving.
