- In a large skillet cook and stir beef, onion, bell pepper and celery over medium-high heat until meat is browned and vegetables are tender; drain.
- Add ketchup, sugar, mustard and vinegar to skillet; stir to combine. Bring to boiling; reduce heat. Cover beef mixture and simmer 45 minutes, adding water if necessary. Season to taste with salt and pepper. Spoon beef mixture onto hamburger buns, and serve.
